Dear Neighbor,
It is an honor to serve as your State Senator in the New Mexico Legislature. I was born and raised in Senate District 10, and I love and understand what makes our communities so special. From historic Old Town proudly displaying Albuquerque’s roots to the acequias and farms in our North Valley, to the fast-growing Westside in the Paseo del Norte/Eagle Ranch/Paradise Blvd corridor, our communities have long histories that have shaped New Mexico history. Our proud communities are at the heart of our state’s future.
My father - a local attorney and small business owner for over 60 years - and my mother - also an attorney, in public service – taught me the importance of public service at an early age. I followed in their footsteps to serve as an attorney, so that I, too, could fight for those in their time of need. The youngest of ten children, my family has given back to our community in a variety of ways. My brother, Charles, is a Pulitzer-prize winner author, while rest of my siblings have served as local attorneys, doctors, physician assistants, and nurses.
The reason I ran for public office was to make government work better for you. For me, that means a transparent government, spending your taxpayer funds wisely, and passing legislation that actually moves New Mexico forward.
As a former board member of Common Cause New Mexico and as the former City Clerk for the City of Albuquerque, I understand that voting rights are the cornerstone of our democracy. As your state senator, my legislation established New Mexico as a leader in secure and accessible elections with the 2023 NM Voting Rights Act. My bill modernized our election code and used technology to make the collection of online nominating petitions allowable. In these tumultuous times, the legislature made the intimidation of election officials a fourth-degree felony.
I’m proud to have passed a number of important laws since taking office. The Governor signed my Patients’ Debt Collection Protection Act to protect lower income patients. My legislation ended predatory lending in New Mexico, reformed guardianships and conservatorships to prevent abuse and neglect, and closed loopholes that prevented workers from being paid a fair wage. My legislation eliminated the statute of limitations for second degree murder, and the legislature modernized our Harm Reduction Program to address fentanyl.
My legislation increased transparency of the work of the NM Legislature by ensuring the public has timely access to amendments and analysis of legislation. We became the first state in the nation to take big money out of judicial elections by expanding public financing for District Court Judges running for election.
I’m proud that the I helped lead the effort to protect reproductive health care in New Mexico, blocked the harassment of reproductive healthcare providers and patients, and stopped local governments from using taxpayer funds to interfere with access to reproductive and gender-affirming care.
During my time in the legislature, we gave raises to our teachers that now makes New Mexico number one in the region for teacher pay! We gave raises to our State Police and made those on the front lines a priority.
I serve as Chair of the Senate Rules Committee and Vice Chair of the Senate Judiciary Committee. I am grateful to have the opportunity serve on these influential committees in order advocate for the needs of our community. Please, never hesitate to contact me with your concerns, thought, and ideas on how we continue to move New Mexico forward.
Honored to serve you,
Katy Duhigg
